PC on a weird Holy Rod (req 8 Divine, 19% HSR Smiting, 19% HCT Protection)

Hello, I would appreciate your PC on this weird Holy Rod with very mixed stats and "twice almost perfect" inherent mods:

gold max
Fire damage 11-22, req 8 Divine
Halves skill recharge of Smiting Prayers (chance 19%)
Halves casting time of Protection Prayers (chance 19%)

It certainly is not worth much (three different attributes!), but looks like a curiousity.
