Question Concerning The Elite Skill Title

I recently double-checked the number of elite skills I have on my monk. I counted 90. However, this is the strange part. In the Titles sub-menu, It says I have captured 89 elite skills in the Skill Hunter Title Track. I find this quite odd. I have already purchased Factions, and I am wondering this: does a person have to cap at least 1 skill in Factions in order to receive the first level of this title?

You miscounted most probably.

You don't need a Factions skill, I'm most definitely sure.

I went and counted again. Accidentally counted Martyr, I think, as a Mesmer skill due to the fact it was under no attribute. I missed Mantra of Recovery due to the similarity of it's name to Mantra of Recall.
