Ok I know Luxon and Kurzicks have 15k armor but where do you get it? I got to Cavalon a bit ago and they have only 1.5k armor. Where do you get 15k armor? (luxon)

Cavalon has 1.5k Luxon armor.
HzH has 1.5k Kurzick armor.

You have to do the Gyala Hatchery mission to get to Leviathan Pits to get 15k Luxon armor.
You have to do the Eternal Grove mission to get to Vasburg Armory to get 15k Kurzick armor.
