Ok.. I have done multiple searches on other forums and the web in general as well as tried a search here but it was disabled so sorry if this has already been asked...
In Factions is there a question line that allows you to Ascend similar to what is in Prophecies? I have not done the ascension quest on one of my characters in prophecies and have moved that character over to the factions area. Plus I have a lvl 20 character in factions that if there is an "ascension" then I would be interested in doing it.

If I understand you correctly, the mission you complete in Napuhi Quarter is the Factions equivalent to Ascention. It allows you to see the Envoys, of which Shiro is one.

Ascension is related to the tyrian storyline and not the factions storyline, so there isn't any need for canthan-born or tyrian imports to "ascend".
As mournblade pointed out, Factions has its own equivilent. Since you have to be ascended to get into UW or FoW on the Tyrian side from ToA, not sure what restrictions there are to get into them from the Factions side. Probably none as I am not sure if you can get to that town without having done Nahpui.
UW and FoW are the only things I can think of where being ascended has any direct effect on the game, that and being able to get to glint.

You could just jump your Canthan to Tyria and have him/her ascend there for the 50k exp ^ ^

When you do the "Closer to the Stars" or Nahpui .. you automatically become "Ascended". Or so I believe and are now able to do FoW or UW.

True, being "Closer to the Stars" = ascending.
You have now Ascended through the atmosphere/space and are Closer to the Stars. ;P

Great.. thx all for the answers.. I am actually at that mission right now so guess I will try harder to find a good group and not do it with NPC's.

This mission is actually quite doable with just henchies, even to get masters level. Check guildwiki's entry for the mission for the map on a good way to go through it.
I recommend starting on the far left, taking out the monk first, then the turtle, then dragon. When you beat the dragon group, head directly north. It may seem longer, but you shave a good couple of minutes off the time going that way, and less enemies. When you get to the phoenix boss, just kill him as fast as you can, ignore the other enemies, the mission will be over. I did this with henchies the other day and got masters with about 7 minutes to spare.

After Nahpui you can enter FoW and UW from ToA. 
and yes, Cherno said the best order to kill them Since the monk is a smiter and so are the little monks it spawns after death. The phoenix has degen and the dragons tend to spike. I started at that side once and didn't get masters, while I did get it when I started at the Kirin.
