He can be found in Stingray Strand, just west of Sanctum Cay. This map shows the shortest way to him. Be warned that you will encounter a couple of Bog Skale Blighters on the way, but they can be avoided if timed correctly.

Any armor from Crafter will cost 1 platinum (except Ascetic's which will cost 600 gold) as well as one or two Crafting Materials

Unlike the other armor crafters in the game, this guy does not stock armor for all classes. He does have armor for elementalists, mesmers, monks, and necromancers. But any Ranger or Warrior who visits him will just see a blank page.

Note: Crafter is also a merchant and you can sell him loot from your inventory.
Note: He does not sell headgear.

Yeah, he's been there since release for some reason. I've always thought it was rather funny that he be out there
