I know its not max but that shouldn't make too much of a difference with caster items.

Plagueborn scepter
Dark dmge 10-20(req.9 curses)
halves skill rechargeof spells(10%)
halves casting of spells(10%)

10/10s are fairly common these days, but there is a demand for these rods so:

~5k, maybe more if you find a buyer who doesn't mind the -2 off max.
