...Disables the skill for 20 seconds. If I interupt something like Meteor Shower (60 sec recharge) then will it begin recharging after it is interpted and that 20 sec disability basically doesn nothing, or does the recharge begin after 20 seconds of disability? Was that coherent? Sorry.

The skill is disabled for an additional 20 seconds. That is, if you interrupt, say Life Transfer*, its original delay of 30 seconds is counted along with the 20 s from Distracting Shot.
If you interrupt something with no recharge time, like Rez Sig, you add a simple 20 s recharge time to it.

I just noticed that the skill description says that the disabling effect is only for "skills". Since "skills" is not capitalized, does that mean that it applies to all skills rather than just Skill type skills (ex. Troll Unguent)?
So, if I interupt something like healing Breeze (2 sec recharge) then it should take the extra long time to recahrge because it was disabled?

applies to all skills, so yes breeze get long recharge

It can interuppt any skill except things with instant casts (for instance stances). I've even had my sword adrenaline attacks disbaled by the odd disrupting chop (the axe identical version of distracting shot).

Distracting shot is a very very good ranger skill to have at all time on your skillbar. Yes it adds +20seconds recharge on whatever it interrupts.
