Say you have a weapon with multiple mods you want to salvage, like... a Hale staff of Tenguslaying, or something. You use an expert salvage kit and get the Tenguslaying.
To eliminate things like that, I think that there should be a menu or something that pops up when you try to salvage something with a mod using an expert salvage kit. It would let you choose what you want to salvage for (materials, mod 1, or mod 2.)

I think this would be more realistic since you should be able to pick what you're trying to salvage as you would in real life. Still make it a chance thing as to whether you get what you are after but at least let you skew it toward what you want.

Its been suggested a few times, but if there was a similar system for salvaging armor, that'd be nice too.

edit - I've had 2-3 +30hp mods that ended up in materials...
even my favorite drop for a long time, a Max 15^50 vamp enchanting hammer..low req I think too.
