If you're not using a shield, yes. A shield will add 16 to your Armor if you're using one. You can increase that further with shield / armor combos, a few examples of which follow:
+5 armor weapon mod
+7 elemental damage weapon mod
Shield with up to +10 armor vs. lightning (or other specific element) mod
Studded leather armor (for Rangers)
