This build isn't designed to kill enemies, but provide support dmg to a group. Target foe with full hp to recieve US bonus, then FF. If there isn't any enemies nearby or there is a boss, use TF. If in a group, obviously DB. Follow through with a shockwave and repeat.

Pretty straight forward, except Siphon Speed can also be used to run.

the main thing that i see that could use tweeking are your attribs.
critical strikes are a +2e from 8-13.. haveing it at 10 means you are spending 24 pts for only a +2% chance to critical hit.. i'd drop it down to 9 (8+1) and bring deadly arts up to 6. deadly arts increase's the efficency of assassin dmg skills (+dmg, + to hit)
skill set looks good, the only thing that'd worry me is the lack of condition removal. but you can get by without it.
i haven't done aliance battles yet, so i don't have a comment for that one.

Another thing I would do is swtich exhausting assasult with twisting fangs, with Twisting fangs firstthe rest of your attacks damage that follow with be on the reduction in health from the deep wound. Also poison from falling spider will stack with the bleeding from Twisting fangs, all this on top of exhausting assault, ouchie!

But ultimately, there is no inherent effect.
Re: the pve build: I'm not really a fan of US - it takes too much energy for a conditional bonus. In PvE I usually try to use Golden Phoenix or Black Lotus so I can jump right into dual strikes. I like the aoe damage concept, but would probably use Starburst and try to fit in Conjure Flame. Plus, Starburst is very viable against a solo foe, while Shockwave becomes too energy intensive to get much milage.
Can't really comment on the Exhausting build, since I've never really used it.
But ultimately, there is no inherent effect.
