Dual-profession skills?

In an attempt to make more unique builds, what about having dual-profession skills? that is skills that can only be used and are only effective with a particular 1st and 2nd profession - for example:

Lightning arrows - only useable by a ranger/ele or ele/ranger and needs points in say marksmanship and air to be effective
