PC on Truncheon 9/8 to all

Stats:

Max Dmg (Req. 11)
9% Chance to halve skill recharge of spells (all)
8% Chance to halve casting time of spells (all)

I realize this isn't perfect, but I figured that it might be worth something. Keep in mind that anything over 1k is worthwhile to me, as I'm not doing to well on money right now.
