weaken knees bugged?

If i recall the rot wallows that use weaken knees they used to use fetid ground on me and it would knock me down. Although I don't remember it very clearly, but can anyone confirm that it used to do that?

Weaken knees reads.

For 3...31 seconds, if target foe is struck while moving that foe is knocked down and Weaken Knees ends.

And Fetid Ground:

Target foe is struck for 15...55 cold damage. If that foe is knocked down, that foe becomes Poisoned for 5...17 seconds.

So you are stuck, knocked down, and poisoned.

Their Fetid hit you while you were in motion...So the chain of effects happened >_>
