Your attributes look like mine, but my skills are a little different. I wouldn't bring purge conditions, because in my opinion, assassins are the most limited by the size of their skillbar out of all the professions, and you just don't have room. You'll also need all your energy and really, you should be worried about doing your job, not healing yourself (you shouldn't be taking much damage anyway) or others.
Jagged strike isn't that good. As an assassin you're trying to quickly eliminate a single target, and that randomly triggered condition most effective over time isn't going to help you much. You want damage.
Fox fangs is a waste - it's "guaranteed" damage, but not really all that much. The off-hand attack is meant to do some damage, but more importantly set up for your dual attack, which isn't going to help much if you end up missing with your dual anyway, which is likely to happen if you're actually making the most of fox fangs' promised hit. If anything, I'd reccommend way of the fox instead, ensuring your entire chain connects.
Death's blossom can be a really good skill if used right, but it's not always reliable and I'd only reccommend it if you aren't up against fleshy targets against which you can use twisting fangs, which is a much better single-target damage dealer.
Flashing blades is a waste of an elite, because you're not a tank. Most people use AoD, as often do I, but in PvE it's honestly probably not worth it - it's going to use up half your energy, limiting your killing potential, and you're likely, except in really late-game areas, to not enough require killing it as you fight through each mob.
I don't like death's charge because it gets me in, but then I'm stuck there.
I do like shadow refuge and rebirth.
