i have a weapon that requires 8 hammer mastery to use. if i but 16 hammer mastery, will i be able to hit extremely harder with my regular attacks?
i know that increasing my hammer mastery will also increase my skills attack but if i put 16 hammer mastery, will my regular attacks be almost double that of having 8 hammer mastery?

No it has no effect at all, it's just the minimum requirent for the weapon to do the listed damage.

the higher the attribute above the requirement, the greater the likelihood of achieving a critical hit. You will indeed do more damage. not double damage, but more damage.
and unless you're doing pve, always put 16 in your weapons.

regardless of whether the critical hit rate increases or not, the damage you do does indeed increase with higher weapon mastery.
refer to this article for that information. this was compiled through extensive testing:

as you can see, 16 weapon mastery gives you 115% of the listed damage on your weapon, whereas 8 only gives you 70.7%. it's not double, but it is more.
if you don't believe this, you can test it out yourself. go to the training area outside the temple of balthazar and attack the 60 armor dummies. use 8 hammer mastery, and you will find yourself sometimes hitting for less than 19 on a max damage hammer. switch to 16 and you will see yourself hit for more than 35, etc.
