I just got a

Fire Dmg 14-28
+15^50
Enchantments +19
The problem is will anyone buy a 14-28 dmg bow? If so then how much will it go for?
My other question is should I upgrade it, ie. Put a +30 Health and 20/20 mod on it then would it sell for anything?

Don't mod it!!!!
Unfortunately it's one of those things that is so close but so far away.
No matter how much you mod it or alter it, it doesn't change the fact that it's not max dmg.
No one pays money for non max items, even if it have a 15%^50 on it.
You might be able to find a buyer for it for 5k or so if you really work it, but like i said before, non-max doesn't sell.
