However, I thought Caesar said "to the
victor goes the spoils." A quick Google check proves me wrong. (and it doesn't tell me where that quote is from!)
Still, the person in the picture is definately Caesar. Chapter 4 need to be Greek/Roman themed.
"To the Victor go the spoils" is actually QUITE newer than Roman times :\
1832 to be exact. The phrase was made popular by a Senator William Macry.
