Sort of, but I think of Green as a different type altogether.
It will always have the same mods, and a gold could be better or worse, so to speak. I would put it as:
White < Blue < Purple < Gold
Unique: Green.

Greens are less rare than golds, so I would put them between gold and purple items.

Greens aren't more rare or more common than golds, just different.
White items are the most common items, they have no mods on them. Salvage them for materials or merchant them. They can drop from any enemy.
Purple items have mid range mods on them. Sometimes you can salvage the mod for something good (check the price check forum). Oftentimes they are simply merchant food. They can drop from any enemy and from keyed chests.
Gold items can have max mods. If they have a perfect inherent mod they may be worth selling, especially if it's a rare skin. Very often they will have a useful mod to salvage if you choose to go that route. They can drop from any enemy and keyed chests.
Green items drop from certain bosses only. Normal monsters will never drop green items, nor will chests. They come with perfect upgrades and mods, but new upgrades cannot be added. They tend to be cheaper than gold items because they are relatively easy to farm (just go kill a boss). There is also not a green item with every possible upgrade, mod, or skin, leaving something to be desired in flexibility.
