Alright, this one is a bit more difficult that the other one.
Off the top of my head, the worst Elite is basically any Ranger Spirit Elite. But more specifically, Equinox, because it rarely helps you. Sure, you can combo it with Arcane Languor, but that's 2 Elites. And it doesn't do much.

PnH is pretty bad. Wither is owned by Malaise. Unyielding Aura's only use is to rez people and kill them again. Keystone Signet is pretty useless too.

The basic thought of a worst elite is really a matter of opinion and what you as a player are comfortable with.
Some elites may never be used,but having skills doesn't mean that they will always be used or needed. Also,take into account the cookie cutter syndrome that is now in PvP. You can't afford to be inventive if everyone is using elite skill X.
That makes an elite skill like Archer's Signet look bad,when to have the ability to arrow down a guy for free and still keep shooting with full mana for a spike ranger that can be an awesome outing. But if you are playing a different build,it may look useless.Its all a matter of usefulness and opinion.

Signet of midnight is not really an elite for mesmers, it is one that makes a nice crossover, particularly for monks.

Quickshot is actually quicker than all shots except interupts. Called is normal attack speed but flyes faster. Anyway if they remove the reset attack time after the quick shot, it may become usefull.
