Plague Signet,Amity,Mirror of Ice,Balthazar's Pendulum,Scavenger's Focus,Expert's Dexterity,Wastrel's Collapse, and a few others
are all in my top list of worst elites, by virtue of the fact that I have never seen anyone noobish enough to use them. Not even mending wammos can think these are good. All of em are either worse then comparable non-elites, or just downright useless

Shatterstorm. I don't understand the extra 7 second recharge for every Enchantment it removes. There are other enchantment removal spells out there that are better than this elite! (Gaze of Contempt - granted, they have to be above 50% health - but, this is an Elite we're talking about here!)

I could probably conjure up a Tease build on a R/Me. It's a touch skill and therefore affected by Expertise. You also have the benefit of nice blocking stances, running skills and Throw Dirt so you can't be hit immediately.

Melandru, immunity to conditions is already good enough, let alone +100hp
Dwayna, self heal and hex removal on skill use gogo
Grenth, nerfed to oblivion but still aint bad as aob
Balthazar, speed buff when you can use pious haste or maintain cripple up close...armour buff when enchants should cover survivability...holy damage, heart of holy flame ftw

[skill=text]Whirling Axe[/skill] is pretty bad, especially after the evade/block mechanics were merged. But I don't think it's the worst warrior skill. Worst axe skill, sure. It can't be the worst compared to stupid crap like [skill=text]Primal Rage[/skill].

Unknown Junundu Ability I highly doubt ANet (or Izzy and the balancing team) will take time to go through all the unused elites (which is a lot) and attempt to make them better. Lots will still be pretty useless, some will be overpowered and nerfed to pretty useless, and a few may be useful.

It's just a flesh wound is actually pretty decent, can clear off conditions fast.
Weaken Knees isn't that bad either, wouldn't say it's great. However it is a good cover enchantment and is food for [skill]Soul Barbs[/skill]

primal rage might work for pve with some consumables like essence of celerity or pumpkin pies for IAS
then bringing a monk hero with [skill]Strength of Honor[/skill] and [skill]Judge's Insight[/skill]
but i have to agree with magikarp on changing primal rage into a skill, though.
[skill]Heket's Rampage[/skill] + [skill]Primal Rage[/skill] would probably work if that was the case.

You've never seen a TA/GvG team with Arcane Languor + Famine? It's way more difficult to counter than NR/Tranq, if your mesmer is decent.
Life Sheath was gud when BoonProt was gud. Better than Mantra of Recall, anyway. But, it's just useless nowadays.
"It's Just A Flesh Wound!" is gud for Paraway, better than Draw Conditions anyway, don't know if its worth the Elite status.
Balthazar's Pendulum is bad, Simple Thievery is bad, Primal Rage is bad, Whirling Axe is bad, but the worst skill in the game, bar none, not even non-elites is definitely Archer's Signet
