It's out there somewhere.
Must be at LEAST:
Max Damage 11-22
Requirement: Any # of Air Magic

Halves casting time of Spells (Chance 10%)
Halves recharge time of Spells (Chance 10%)
or
Halves casting time of Air Spells (Chance 20%)
Halves recharge time of Air Spells (Chance 20%)

Skin:
* Dragon Staff
* Platinum Staff
* Zodiac Staff/Scepter

For the Air Scepter 10/10 or 20/20 would be good. =) I've seen one out there, so hopefully someone can sell one to me.

Any help would be greatly appreciated!
