PC on Gold Bone Staff

Hi I just wanted to know how much this bone staff i found was worth.
Here are the stats:

Insightful Bone Staff of Fortitude

Energy +10
Cold Dmg. 10-20
Halves Casting Time of Death Magic Spells (20%)
Energy +5
Health +30

I got an in game pc and the guy said that it was worth 25-35k and that the dmg. didn't really matter in the case of the staff. Does that have any play into the price or should i just salvage anyway?

First of all, it is not max as I mentioned earlier.

Secondly, it is missing a second inherent mod, i.e. halves skill recharge of spells (whether 10%/20%).

Thirdly, it is true that the damage shouldn't really matter as casters should be casting and not attacking with their staff or rod.

Finally, a perfect collector's bone staff can be bought for around 5k and would cost another 15k or so to mod so it is unlikely that you would find a buyer for your staff for between 25-35k.
