Yes withought a doubt i have had rubies drop for me in both ascilon and underworld.. And i bet they drop everywhere inbetween too

Been playing for over a year, have a few lvl 20 characters and never once picked up a gem or seen anyone else pick one up, guess I'm mr unlucky

You CAN get them anywhere but I find them most common in FoW forest.

I've only found them on Shing Jea, where I've found three.

Gargoyle dropped a Ruby just outside Ascalon City for me once...

I had Ruby drop in the UW recently (along with 2 ectos at the same time )

Only place ive ever pickup up Rubies and Saphires is in the ToPK UW

When I created my assassin, the very first drop I got in the training area was a ruby.

i had a sapphire drop for me somewhere in the echovald, i then went to the rare material trader because i remembered that they were "valuable" and thought i would get a nice profit, the npc seller said 750gp, but he just gave me 250gp for it.

Considering the immense number of mobs I've killed all over Tyria since release, sufficient to get me a dozen black dye and superior vigor, and considering I've never had a single gem drop for me there, I'd say rubys and sapphires DON'T drop on the Tyrians surface, only in UW and FoW.
I have, however, got 6-7 rubies and sapphires during a few sporadic visits to FoW.
They may drop everywhere in Cantha, though I've never found any. I do know that jadeite and amber can drop anywhere in Cantha.

I've only seen jade drop from a Jade Brotherhood and now a ruby from a mantid.. but I've never seen a ruby/sapphire drop outside of FoW..
