how come i cant ever get out of unwaking waters through the second portal. i have tried going out then on the kurzick and luxon sides.

Its only for exiting... You can enter Unwaking waters from the temple. From there, depending on which faction you are with, you can exit Unwaking waters and enter the outpost. Thus entering higher level kurzick/luxon areas without playing Eternal Grove/Gyala Hatchery.
