Lightning Dmg: 15-22 (Requires 11 Swordsmanship)
Damage +15% (while Health is above 50%)
Enchantments last 19% longer

I realize the shocking mod may bring the price down, so I'd also like to get a price check on it if the shocking mod were replaced with a sundering, zealous, vampiric, or other non-elemental mod.
