PC on a Storm Artifact

Hey, I want a PC on that:

Energy +12 ( req. 11 Air Magic)
Armor +5
Energy: -5
HP when enchanted: +41

I thought, maybe its good for monks against e-drainers.
With that offhand item you just get +1 nrg ( cuz as a monk you won'tt be skilled at air magic :P) and you get +5 armor and 41 health ( with a boonprot you're always enchanted)

I have no idea... but maybe about 3k?

2-3k would sound about right. Don't think these go for much. They shouldn't IMO.
