HSR Communing spells = binding rituals?

Would an item such as SSeer's Wish with "Halves skill recharge of Communing spells (Chance: 20%)" apply to binding rituals? Anyone actually tried it, not just a guess? I guess the 'spells' and 'binding ritual' thing has me wondering if it applies.

Communing +1 (Chance: 20% when using skills)

Rituals are not spells, no.

Ya, that "halves skill recharge" wording is rather confusing, but unfortunately, it doesn't apply. Binding Rituals aren't spells; it'll only be a spell if it says "spell" in the description.

However, the +1/20% DOES work on skills (since it doesn't specifically state spells). So you actually can get +1 to your Union for example.
