Forbiden Staff:
11-22 Lightning Damage (required 9 Air Magic)
Halves Recharge on Skills (Chance 10%)
Halves Casting Time of Skills (Chance 10%)

Also, what if I put Insightful and Fortitude/Enchanting Mods on this?

Shield of the Wing: (Purple)
Armor 16 (required 10 Tactics)
+39 Health (When Enchanted)
Death Magic +1 (Chance 18%)

Due to increased drop rates of perfect 10/10s, price generally depends on the popularity of the skin. Forbidden staves are becoming more common and less popular these days due to chest running around Raisu Palace.
