I did, and it said, "req12 15%enchanted, ~10-15k", but surely a mod like handle of fortitude +29hp, and Icy strings, must effect the price somewhat?

It's imperfect...14-28, not 15-28. I'd say you'd be lucky to get 10k out of it.
