For most casters, halves skill recharge is preferred over halves casting as the ability to recast spells (most of which have slow recharge) as quickly as possible could save lives as well as decide the outcome of a battle.

However, Blood and Death Necros are the contrary as their intentions is to exploit corpses. Therefore, these professions prefer halves casting over halves recharge as a battlefield packed with necros would mean a fight to be the first to utilise a corpse.

We are here concerned with an ele fire wand, and although it is a req 8 which is perfect, the halves casting mod is 1% less, and along with my theory provided above, would affect the pricing of the wand. The +15 energy -1 energy regen is however a good mod and highly sought after by some casters. Thus:

Pros: low requirement and perfect +15 -1 energy mod
Cons: halves casting and 1% less than perfect

Estimate value: ~15-20k
