Are you playing over wireless or dial-up?
I've heard of this happening before, but only people playing over wireless seem to experience it.
I think it's a type of lag - it can't connect to the server properly and gets confused so sometimes it shows that everyone is online when they're not really.

I've had this problem too, but only from time to time.
I've solved this problem by securing my Wireless router with a password (WEP, not safe, but it works :P) and now it works fine
Sometimes the problem returns, but that's easily solved by connecting again to the router. (windows is a weird thing: It lets you connect, but you aren't Officialy connected O_o)
