Salvage, it's missing the recharge mod.

There is a small group of players (pvpers I believe) who look for staves with condition reductions, but generally, halves recharge is required and not halves casting and it is not always that such staves are sought.

If you so wish, you could try spamming the staff in-game for ~5k as the skin may draw some interest but I would expert salvage and hope for the Insightful staff head +5: ~3k.
