This started happening after the Nightfall update. Its no biggy, its only for this area and Tyria/Cantha selection that this appears.
I AM using older ATI drivers 3.12 and havne't updated yet because well...if it aint broke don't fix it and its probably been the fastest drivers i've used (I've tried the newer releases in the past).
