Is it me, or is this skill on every warrior's skill bar?
Every warrior my party ever had used it at least once in mission/gvg/pvp/etc.

Most of the warriors I've seen use it are pretty basic minded. They see a quick way to gain a chunk of hp and they are like "woot free hp", but it's not really is it. It's a sig(easily blocked by mesmers) it takes time to cast(interupts) and to cap it off you take double damage while casting; so overall that 100hp now looks more like 50 at best. In truth most secondary classes will have better ways to heal than a warrior, so why not use those, you have two classes for a reason.

I will take any warrior with healing sig over any warrior using Orison as a self-heal. Or Ether Feast..Aura of Restoration, Troll Unguent, etc. And if Im going to waste an elite on a heal, might as well be Healing Hands.

I love healing sig. I just have to remember to use it when im not being attacked heavily. the -40 armor (NOT double damage) is dangerous

40 armor is essentially doubling base damage of whatever is hitting you. Dunno about attack bonuses however.

100-40 = 60 AL which is double damage that is physical and elemental. 90/80-40 is more than double on physical and elemental damage.

Plus, there are +armor skills and defensive stances which can reduce or negate the lower armor provided by Healing Signet.

I normally have Dolyak and Watch yourself when I have healing sig, meaning I gain +20 Armour when I use it.

I dont know about everyone else, but i'd rather have -40 armor then be dead.

well the trick is you should start healing yourself before your health reaches 50%. Save energy for you monks. Some people just wait too long or just wait till the monk heals. I personally use healing signet when my health has been decreased by almost 175. So even if they interupt me then its ok coz I still have alot of hp. I just wait when i can use it again.
now the problem with breeze is that its an enchantment which mesmers can shatter which can deal like 100 damage. and if you have mending on and they shatter that too then that's like 200 damage....that's just too painfull. orison heals are too weak even at 12 healing. Ya I started the game as a wammo and finished prophecy as a wammo. Its only because I play with hechies always and I rez then coz usually i'm the only one left alive.
Ether feast has long recharge and give u around 110 hp. downside is recharge and it does have cast time similar to heal signet.
I'm not sure about other skills though. But for me Healing Signet is the way to go. all other warrior skills are too conditional. Trying to get back hp thru health regeneration is not reliable.

It takes 2 seconds to activate, so if I use Frenzy, will it go faster?

In my opinion, it is a PvE warrior staple. Unless you have a build designed specifically to not have to use it, it should be on your bar.
Used properly, it gives the party monk a well-needed break from the rampant leeroys.

that;s a bit confusing, but sounds wrong. 40 less armor means double damage, always.

Frenzy is double to all sources. Healing Signet is only -40 AL. An important distinction is that you don't get double from armor-ignoring sources, such as Obsidian Flame, Crystal Wave, Balthazar's Aura, and so on.

I don't use it, because you have -20 armor of it while using it. I use Mending and Healing breeze

OK, you pull away from battle OR you put up your defenses while using it. Healing signet heals for 90+ (It heals me for 120 or something because of high tactics) In 2 seconds.
Healing Breeze + Mending heals for 100 in 10 seconds or so.
Healing breeze, 10 energy, 1 sec cast, enchantment
Mending, 10 energy, 2 second cast, -1 pip energy, enchantment
Both which can be shattered / removed.

As I said it heals for alot more, the only counters I see are rust and that mesmer skill, which I very rarely see occur.

At 10 Tactics, Healing Signets heals for 115 health every 6 seconds for free.
At 8 Healing Prayers, Healing Breeze plus Mending gives you 120 health every 6 seconds, but you have to pay 20 energy initially plus another 10 energy every 10 seconds to maintain it which is something a warrior can't do.
