Title says it all,
so Im going for the capping title, and i find out that i cannot cap quivering blades cause i did a quest without knowing that i would no longer make the boss spawn.
So what im asking is if someone would please check if Sun, the Quivering spawns for you in Wajjun Bazaar, here
if he does spawn and you dont mind, pm me either here on the forums or in game (my IGN is Jo Can) so i can cap him, you dont even have to fight all you have to do is zone to Wajjun bazaar with me and make sure hes there for a free 2k.
Note: if you're friendly with the Am Fah (by doing the Bujo quests in Kaineng), Sun doesn't spawn!!
which is why he doesnt spawn for me
Paying 2k, for help capping Quivering Blade

He does spawn for me, in the place you described. But until you've finished Bujo's quest surely you'll never be able to cap it from him? When I go out with my brother into Waijjun Bazaar, and he plays as a character who hasn't done Bujo's quest, and I go as my Ele, who has done Bujo's quest, all the Am Fah are non-hostile. Looks like the friendliness of the Am Fah with the player who hasn't done the quest override the players who have not got or who have completed Bujo's quest. In other words - if I went out with you, surely if the Am Fah are friendly with you he still will ot spawn?
Someone correct me if I am wrong...

Yeah, you're right: check the aquisition nore here: http://guild.gamewikis.org/wiki/Quivering_Blade
Go talk to Brother Sitai, accept or refuse to drink, do the quest, and the Am Fah will be again feeling like slaying you.

You have to finish that quest line before you can kill him :\ I know it was poorly planned on Anet's part.
I would "refuse to Drink" if I were you, since its a much easier questline - if you choice to drink you have to do a whole new quest before they'll start being hostile to you.

Accepting the quest makes it easy to run past them and do most of the other ones first.
