I did some search on this item and Wiki has a item but it is not max what they got listed. This is 11-22, single hand, energy +15 -1energy.

Yes, all rods, staves and focii should have two inherent mods. The -1 is just a condition for having a +15 energy bonus.
If you can't sell it,merch it, but a starter monk would probably buy it from you as +energy is always good.
