Give us a +15% / -1 health regen weapon crafter/collector

Of all the +15% damage mods I know of, this is the only one I'm not aware of a crafter or collector for. But, despite this being a useless + damage mod, I still have 2 situations where having it will be useful:

1 - Whenever you get hit with the bug that causes you to get stuck, and you need to kill yourself. Fixing the bug would be better, but since its taking so long to fix, its probably a tricky bug to fix.

2 - That bridge in Urgoz that requires someone to teleport up there in order to open the gates to let the party proceed. While having only 1 person who can get up there is enough to get the party through, if there is a chest up there then only those who can get up can open the chest. I've done Urgoz twice so far, both times there was a gold chest up there (though the second time had it on the bridge, so it could be accesed from below).

Why would ANET bother to put in a weapon such as this that will greatly benefit PvPers, so they don't have to spend 30k for a crappy PvE weapon that they're only going to use because they got screwed by a bug that should have been fixed by now? Oh, and then then buy a Vampiric mod for that weapon, in addition to Ascalon City armor, a -50 hp cesta, and 5 superior runes...

Of course, if they ever do such a thing, it's a little late. It's not like anyone who was actualy serious already purchased one...

There are a few mods that left off crafters.

15% -10 Armor while attacking
15% -1 Hp degen
15% -1 energy degen
15% -5 energy

I know for a fact that that 15% Damage -5 Energy is available in Leviathan pits. Not sure about the other ones you listed.

You can get 15/-10 and 15/-5 at crafters.
