I picked this up on the Nahpui Quarter mission. Curious as to it's price since it is a celestial weapon. Did not see it on the minimum suggested prices.

Celestial Scepter
Light Dmg: 11-21 (Req 8 Smiting Prayers)
Halves skill recharge of spells (chance: 10%)

Is this priced high since it is rare? Can it be upgraded and if so, suggestions? Help.... thanks!

I am planning on keeping it. I assume it can be upgraded which will help me using it. It does look very nice which I have come to find out means a lot.
