Ok, people are absolutely going to hate me for bringing this up, but dang it, PVE is already too easy. Anyway, I'm farming in the desert this morning, outside Elona, and I noticed the Devourers never ever once tried Distracting on any of my spells / signets, etc. Hmmm... So I go into Thirsty River and enter the mission. I killed all the Sand Giants, and Rockshots, and not once did they ever even TRY Distracting Shot. So I dunno if it's a bug or intentional, but I'm just throwing it out there...

Been farming them for a very long time. Pull about 80 chitins per run. Thanx for messin that up
