Zen Daijun

I am playing my Prophecy character in factions. I went to Seitung Harbour but a guard didn't opened the gate. What should I do.

Do the mission first, then the guard will co-operate.

You don't need a primary quest to get there, so grab a hench team and make your way to the open gate to the mission hub.

now I can't go into raisu palace because of my problem with entering missions I complated Vizunah Square first

You have to go through Jaya Bluffs and Haiju Lagoon explorables to get to the Zen Daijun mission.
