I am playing my Prophecy character in factions. I went to Seitung Harbour but a guard didn't opened the gate. What should I do.

Do the mission first, then the guard will co-operate.
You don't need a primary quest to get there, so grab a hench team and make your way to the open gate to the mission hub.
