Assuming he's running with a zealous bow it doesn't take much to negate the barrage costs, but I agree that JI will drain you pretty fast. 7+1 expertise would be enough to get you a reduction to 3 energy per barrage, so a zelous bow will pay it off for 3+ targets. Vigorous Spirit is a better bet cost-wise, 5 energy/30 seconds rather than 10 energy/30 seconds. Assuming you try to barrage mostly when you've got the clumps to do so you could activate a JI every 15 seconds or so safely.
