Its allways fun to make something out of nothing. And build up new things you've never seen before.
(Chances are that someone came up with this way before me, but since i havent seen it I'll post it anyhow).
First of all, a shirtless, or 55 could probably do the same job.
This is very simmilar just reverse.
Its all based on as high armor as possible, with as most pipps on the hp bar as possible, almost like a wammo

It was made as a duo partner for a Echo SS necro. With a bit more flexibility than a 55/shirtless. As you can swap and be a healer (light), when your dealing with mesmers / dissenchant. And even if you get interupted, you can still survie run away to see another day (not as fragile).
But most of all, for fun.
As this build is dealing no damage at all, its a useless solo buld.
Attributes
13 in healing would be the ideal for mending and healing light.
High prot for reversal of fortune, and guardian.
12 in earth is a must to get as high armor as possible.
Skillbar
Usage
Put on your bonds at the start.
Before agroing put on kinetic armor, while agroging put on armor of earth.
Kinetic armor only lasts 8 seconds, unless you cast a spell, which makes it then refresh.
Keep spamming selfheal with healing light.
Healing light cost 5 energy but you get back 3 energy each time you cast it, since you are enchanted (aka a 2 energy cost 92hp + divine sealheal every 5 seconds). Infinitve Kinetic armor.
If there is enough enemies attacking you, you can add Guardian for a 40% chance to block.
If both of the above spells gets interuped, use Reversal of Fortune for a quick refresh of kinetic armor.
When dealing with one enemy (boss), skipp essence bond unless his spamming attacks at you.
With fewer mobs, you can also live fine with just armor of earth, and no kinetic.
Heal party members as wel, they have less armor than you have and it doesnt matter who you heal as long as you cast a spell every 8 second or so.
Equipment
Not much to add here. You might want to have a weapon with cold damage if a necro is casting spinal shivers.

60Al armor (base)
+10 (while encanted)
+68 Kinetic Armor
+53 Armor of Earth
+ 5 Focus Item (while enchanted)
= 196
Alternativly
Add obsidian flesh when dealing with casters, epspecially those that have armor piercing attacks (Obsidian flame, general smiting etc). And you wil get an additional 20 armor as wel. 216 armor weeee!
A coupple of other alternatives is to add breeze, to still keep the pipps flowing upwards on the hp bar if your dealing with heavy degen.
Shield of Regeneration sounds like a good idea (236al omg) , as long as you can keep spamming some spell to keep kinetic armor going, 20 second recast and 15 energy has its drawbacks tho for an elite)
You might want to add a healing skill for your party members at the second slot.
Downsides
Chain interupt / knockdown, render you unable to keep up kinetic armor.
As said before, enchantment removal makes you just as fragile as ...a monk o_O
No damage output (lol). Allthogh you could allways add in a damage dealing earth skill if you feel like it.
Notes
Be sure to grab holy blessing from priest at rez shrine when you can for the extra +3 hp pipps.
It is possible to cast mending / watchfull spirit at the other party members after you start tanking. And releasing watchfull spirit again for a quick small heal when needed.
