If i wanna be hydro or aero mancer ... would it best if i went with a mesmer or monk for second profession?

Let me put it to you another way.
What do you think you will be doing while using either Air or Earth magic? Think about your build and then you decide what your 2nd prof will be.
If you are looking for a way to deal as much damage as possible and know that you have a spell or two that will take too long to recharge, Mesmer for Arcance Echo is nice. You don't need to use an Elite slot for Renewal then.
Also another side of Mesmer 2nd is the hexes you can combine with your Ele skills.
Monk 2nd is nice if you are planning on aiding with healing/condition removal/smiting attacks.
There is no perfect build for an Ele. You need to find the build that suits your play style for the area that you are in. I find it more satisfying to find a few skills that I can use well and build on it instead of taking something off the net and using it.
In closing not to leave you hanging, I prefer going Mesmer 2nd because I prefer damage dealing instead. I'll go monk if required to but I feel really useless then. At those times I'd rather bring my Monk instead of my Ele.

As Ensign puts it well, go /Me if you think you have something there that is more valuable than Heal Party. Seriously, that skill is also nice for PvE.
