I got the Summit axe (are they called dwarven axes too? newb question i know) in a trade today still wondering whats its worth exactly. Stats are 15% While in stance req8 with a shocking grip. Shocking grip stinks, but 15% while in stance and req 8... on the baseline price guide to rare skins it said this axe was worth 1-3 mil.

Summit Axes are used by Summit Axe Wielders found throughout Shiverpeak. They are totally different from Dwarven Axes which can be seen held by some of the dwarven guards in Droks.
While Summit Axes drop in Shiverpeak, Dwarven Axes only drop in the Halls of Heroes... Thus, Dwarven Axes are highly prized due to their rarity.
As to the value of a req 8 15% stance Summit Axe:~20-30k

summit axe's use to be fairly rare but drop rate increased and prices plummeted

I wouldn't say very rare... Fairly rare would be the best way to describe Summit Axes...
Pre-Factions, a perfect req 8 15^50 could easily fetch around 300k, but since Factions came out, prices have dropped drastically due to popularity of Canthan weapon skins.
Still... In my opinion, Summit Axes remain the best axes in-game...
I should know, I own a whole set of req 8s...
