You can get it in leviathon pits, after completing gyala hatchery, the mission on the luxon side which you need to get 10k luxon faction to get to.

Yeah, you can purchase 15K Luxon from the Armor crafter at Leviathan Pits, be sure to have a good supply of Jade, though. :P
