The best non-requirement bow is probably the Candy Cane bow from the Christmas event. This bow is 15-15 damage. Obviously, they dont drop anymore, but you should be able to buy one easily enough.

Max damage I have seen is 9-13 for no requirement. Both my warrior and necro carry flatbows. Best place for these is the Charr in Ascalon.
