Piercing Damage: 14 - 28 (Req. 9 Marksmanship)
Damage +15% when health is greater than 50%
Armor Penetration: +20%/20% Chance
+5 Armor

I'm sure this would be worth much more if it were 15-28, but is it worth anything now?
