It is nice...

Perfect halves recharge Fire 20% would fetch around 75k+
Perfect halves casting Fire 20% 40-50k
19% halves recharge Fire around 25-30k
19% halves casting Fire 15-20k

It's not gospel though, so you might find someone willing to pay a lot more for it...
