The Stats for the flame atifact are...

Energy + 11 (requires 8 fire magic)
Armor +9 (when health is below 50%)
Reduced crippled durration by 20%

The Bow's (Icy Longbow of Markmanship) stats are as follows...
Cold Damage 15-28 (requires 10 marksmanship)
Damage + 19% (when health is less than 50%)
Marksmanship +1 (19% chance when using skills)
