As the game progresses, more and more skills will be created.
The strengths and varieties of new skills have to be balanced out by counter-balances of already existing core skills.
This means any new skills cannot overpower the core skills. This means we are limited in our new methods of gameplay because the core skills are limited.
So...
expand the core skills.
With every expansion, new skills should be added to the core skills. Skills to counter different types of techniques so that core players are not disadvantaged for not having all expansions.
Add more skills to the Core Skill Lists

This would allow GW to alter the overall power and usefulness of skills, but I am not totaly sure it is neccessary. No matter how comparable they try to make it there will be advantages to having certain or all chapters, like countering Knockdown enemies with Ward of Stability compared to original knockdown counters. Or improving your knockdown technique with Earthbind.
I think it is better to reserve certain strengths in each chapter, this way new chapters can have certain techniques which are not available in previous chapters, yet they don't have some of the previous chapters techniques, making it a fair trade-off.
And as far as I am concerned, unless they improve Assassin, their balance claims are expired.
